WHO WE ARE

PFA is run entirely by volunteers and does not have any paid staff. It is not aligned or related to any religious body or other organization and is funded by donations.​

 

PFA operates under the supervision and permission of the Correctional Services Department and maintains a respectful dialogue with the CSD to pass on observations and suggestions about the welfare of prisoners in Hong Kong and to share ideas of how best to perform its role. CSD provides regular briefings and training for PFA members.​

PFA members are issued with a Visitors’ Pass issued by the Correctional Services Department after vetting by Hong Kong Police. PFA members always co-operate with the CSD and abide by the prison rules. However, the PFA is an independent body.​

 

Members are of different nationalities and religions and speak different languages. They are from all walks of life, of different ages and with varied interests. No specific qualifications are essential to join the association although obviously some people are more suited to the work than others.

Applications for membership can be made using the forms on the ‘Become a Member’ page. Prospective members will be vetted by CSD and Hong Kong police. Members are required to be residents of Hong Kong and, for visiting members, over the age of 21. 

 

Visiting members are expected to make an average of one visit per month to a prison.

 

PFA is run by a volunteer Executive Committee which is elected at the Annual General Meeting held each year. The Chairperson, Deputy Chairperson, Treasurer and Administrative Officer form part of the Executive Committee.

The PFA is proud to be actively supported by an Honorary President, Mr Michael Tien JP.  Mr Tien has held this position since 2013.

The PFA is proudly supported by Honorary Advisor Dr Andrew Wong since 2015. Dr Wong is formerly the Superintendent of the Rehabilitation Unit 2 of HKSAR Correctional Services Department.
