BECOME A MEMBER
To apply to become a member of PFA, either as a Penfriend or Prison Visitor, please complete the steps below:
A. Download, print and complete the following forms:
1. PFA Membership Application Form (LINK)
B. Prepare the following additional items:
1. 1 copy of your HKID card
2. 1 recent passport photo
3. Proof of payment of HK$300 annual membership fee (cheque payable to “Prisoner’s Friends’ Association” or
proof of PayMe, bank deposit or FPS transfer)
C. If you want to apply to be a prison visitor (as well as a Penfriend) please also prepare the following:
1. Download and complete the following additional form:
CSD prison visitor application form (LINK)
Authorization Letter for CSD Vetting (LINK)
2. Include an additional recent passport photo
(2 photos in total)
D. Send the documents, pay-in slip and passport photos by post to the PFA at:

After receiving your application the PFA Membership Secretary will keep you updated on the progress of your application through the following steps:
1. Interview and briefing by a PFA Executive Committee member
2. Vetting and approval by HK Police
3. For prison visitors, interview and approval for prison visiting by CSD
Following approval of your membership in either category, PFA will assign a Person In Custody for you to write to.
For visiting members to visit, PFA will provide additional support and training to prepare for your first in-person visit.
Note on CSD Interview for Prison Visitors
The CSD holds short interviews with applicants for a Prison Visitor card. Their aim is to ensure applicants understand the basis for their visiting and do not pose any risk to the security of prisons. Interviews will be conducted in English or Chinese. PFA will brief applicants prior to the interview to help them prepare.
